IRVINE, Calif. -- A house of horrors in Southern California overrun with rats has been declared a public nuisance by the city of Irvine as neighbors grow frustrated with rodents roaming around freely.

Families said a rat infestation is plaguing their Jefferson Park neighborhood, and they want to know why the city isn't doing more to help. They've even resorted to trapping the rats themselves.
